The country experienced a prolonged drought which affected 55 districts.
Agencies responded by supplying food items for short term response and
planting materials for the second season since households had consumed
even the seeds. In Northern Uganda more and more humanitarian agencies
continue to pull out of the region and focus attention on Karamoja.
However development partners are very much sought after to support the
government efforts in supporting the returning communities with packages
so that they embark on sustainable poverty reduction.
IAS Uganda implements an integrated program; integrating water hygiene
and sanitation intervention with the food security and livelihoods component
in Pader. In Katakwi district, IAS partners with a local organization
– Wera Development Association (WEDA) to implement a food security
and livelihood project.
Objectives with the programme
The main objective of the Uganda programme came into effect as a response to the influx of Sudanese refugees in Northern Uganda in 1994. A large number of people had been displaced from Southern Sudan due to the war between the government of Sudan and the Sudan People’s Liberation Army/Movement (SPLA/M) in Southern Sudan.
During those years (1994 – 2004) the Uganda programme functioned as a link between the Sudan and Kenya programmes. Most of the programme interventions were in Moyo, Adjumani and Arua districts. In 2002, IAS office in Moyo phased out and in 2003 the staff was terminated. The Moyo programme that operated between the years 1994-2002 was handed over to the Moyo District Local Government. End of July 2004, IAS closed the IAS Adjumani office and handed over the programme to another agency called AAH (Aktion Afrika Hilfe). 90% of the staff at the time was absorbed within AAH. The remaining 10% was moved to Sudan.
Today IAS, with other National and International agencies, is engaged in the resettlement of the IDPs in Northern Uganda in the Districts of Pader and Katakwi. This came to be in 2007 when IAS Pader Field office was opened. With funding from a Swedish Donor (Läkarmissionen) IAS Uganda programme joined the many Humanitarian organizations to help in the resettlement of the IDPs, mostly in the area of Water and Sanitation and Food Security. From January 2009, another Swedish Donor (SMC) will fund a 2 years’ project on Food Security in Pader District.

Commissioning the work of IAS Uganda
On February 14, 2009 was the day of Commissioning the work that IAS Uganda
had done during the year 2008 in Pader District, Northern Uganda. The day
was graced by the presence of the Resident District Commissioner (RDC)
office of the President Pader, Lt. Okot Lapolo, representatives of all
line ministries, and other departments.

With funds from Läkarmissionen (Sweden) IAS managed to drill 16 bore holes,
trained all the Water User Committees for all the bore holes, equipped all
Pump Technicians in five Sub-Counties with tool kits, provided Sanitary
Digging kits to the households surrounding the bore holes, as well as
providing slabs for pit latrines. The RDC appreciated Läkarmissionen
for the funds, and thanked IAS for the promise well fulfilled.
Relief to flood affected people
KAMPALA, December 12, 2007 - IAS has been able to distribute 174 double bed Mosquito Nets to people living
in the Katakwi District in Uganda. The nets were taken to a IDP Camp called Alelei and distributed to
mostly the Elderly and mothers with young children. With additional funds IAS will buy and distribute
Hoes, Pangas, sicles and seeds for the same camp.

KAMPALA, December 7, 2007 - IAS Uganda Programme has recieved funds from Läkarmissionen which
will be used to help the people of Pader District (Northern Uganda) to return
to their craddleland. The money will be utilised to drill 13 boreholes,
repair 10 boreholes, protect 3 springs and train all the
WSSC for the water sources.
